Earlier this year, the U.S. government's highway trust fund was projected to run low in 2009. But President Bush threatened to veto legislation that would have bailed it out with general tax money. Now that it is running out this year and raising unemployment rates and slowing needed projects Bush demands emergency funds this week. Politics?
